Annually millions of people have to face untimely death due to lack of proper sanitation. Especially rural women and children are in high risk for this reason. In this scenario the appropriateness of celebrating Global Handwashing Day is obviously proved. To realize the sentiment of subject matter the UN General Assembly designated 2008" the international year of sanitation" . The foremost objective of Global Hand washing Day is to develop global and local culture of hand washing with soap through public private partnership. It is believe that the Global Hand washing Day will create effective advocacy for concrete public commitment to actions among policy makers and key stakeholders. In late 2009, UNICEF set national hand washing strategic program for to build knowledge, develop skills and ultimately focus in positive impact in behavior of communities.

In Nepal also annually hundreds of people especially rural women and children are compel to bear untimely death due to lack of require minimum personal cleanliness. To realize this fact Nepal Government give special priority to Global Handwashing Day through distinguish program in association with public private partnership. In the occasion of Global Hand washing Day 2010 Nepal Government do work through health centers, public private partnership and media campaign. Nepal is also celebrating Global Hand washing Day with various multidimensional efforts to meet following objectives, firstly to give commitment as national issue by policy makers, planners, bureaucrats and politician, secondly especially mothers and children awareness for hand washing habit with soap and to give priority on subject matter of hand washing with soap with public private effort and means of diverse media.

To eternalize the slogan "clean Hands save lives," The postal services Department of Nepal issuing this commemorative postage stamp to give attention on subject matter of Handwashing.
